You have only roughly done 25 of the story. Velvet getting defeated by Artorius is still pretty early in game. Basically, you should play the game and need not worry about the costumes first. Thanks I had the same issue with Zestiria couldn't figure out why it wasn't appearing. As for the alternate coloured costume, many are tied to the characters' sidequests which only unlocks near end game.
